Are the pages being indexed at all, and are they earning clicks or only impressions?
If a wave produces impressions and no clicks, the correct move is to stop. That is a supported outcome, not a failure state.
This is the release-control half of the programmatic page system we built and ran for Ruh AI. Our own run shipped 349 pages, and the honest lesson is that measuring per wave would have caught the problem long before page 349.
Small enough that stopping is cheap. The exact size depends on your site, but the principle is that the first wave is a test you can afford to lose.
